The selected images are from the Concept Workbook and Art Master Plan for the Brightwater Treatment System. The plan enumerated existing conditions, architectural and landscape design for the plant and public areas as well as zones for art opportunities. The zones at the plant focus on the natural water cycle, human intervention in the water cyrcle, and community/culture. Twenty to twenty-five art opportunities were proposed

The plan addresses a new ethos in civic water management. Five notions (transparency, integration, collectivity, multiple experiences, and seeds for chane) run through all elements of the plant's design - art, architecture, engineering, landscape architecture and education. These function as an overlay and reflect design values.
